Last checked: July 30, 2026. USJ Halloween costume rules focus on whether a face remains identifiable, makeup transfers or becomes excessively frightening, props are dangerous or weapon-like, clothing drags, footwear is stable, and every loose mask, wig, cape, headpiece or large decoration can be removed before a ride.
Use the USJ Halloween 2026 guide for the event overview; this page owns masks, makeup, props, footwear, changing and luggage.

USJ Halloween 2026 costume rules for masks and makeup
Extensive face coverage, full-face masks or paint and any design that prevents crew from identifying a guest can be removed. Makeup should not transfer to guests, seats, attractions or merchandise. Excessively grotesque or frightening looks may also be restricted in family areas. Live crew instructions override an online checklist.
A safer design keeps natural eye, nose and mouth contours visible, uses low-transfer products and includes wipes or remover. A mask that works for a photograph is not automatically suitable in a queue, children's area or attraction vehicle.

Toy weapons, long props and unsafe accessories
Realistic weapon shapes, sharp corners, hard edges, metal parts, long poles or anything that can strike another guest are high-risk. Foam does not make waving, crowd obstruction or a realistic silhouette acceptable. Wings, tails, capes and decorations must not drag or occupy extra queue space.
Footwear and garment length must work all day
Do not use shoes that make stable walking, stairs or emergency movement difficult. Extreme heels, thick platforms, dragging hems and vision-blocking headpieces can also fail ride safety. Bring practical replacement shoes, a storage bag and a simplified version of the outfit.

Stage 18 changing and large luggage
Change only in designated USJ facilities, not restrooms, corridors, restaurants or stations. Confirm the actual 2026 Stage 18 location, opening time and usage rules for the visit date. Leave large luggage at the hotel or a confirmed locker and save the collection deadline.
Family areas and rides can be stricter
Universal Wonderland, Minion Park and nearby family areas can restrict frightening, face-obscuring or grotesque looks. Passing the park gate does not guarantee access to every area or ride. Restraints must fit the body, so armor, prosthetics, wings and large headpieces may need to be removed.
Five checks before leaving the hotel
Can the face be identified? Will makeup transfer? Does any prop look sharp, long or weapon-like? Can the clothing and shoes handle a full day? Can every accessory be removed and stored quickly at an attraction entrance? Simplify the design whenever an answer is uncertain.
